Citizens from all over the country are waking up to the reality that government can't solve the many challenges associated with protecting the quality of their local water resources. Citizens are responding to these challenges by taking the destiny of their local water resources into there own hands and forming watershed groups to work proactively with their local and national government to realize collectively defined objectives.
